In 1185, Minamoto no Yoritomo received imperial authorization to appoint military governors (shugo) and estate stewards (jitō) throughout Japan, establishing the effective foundation of the Kamakura Shogunate—Japan's first warrior government. This shift, placing samurai at the apex of political power for the first time, created the cultural conditions in which the Japanese sword became revered as the soul and symbol of the warrior.
